Did anything change by any chance? Perhaps an update to one of your plugins?
Could you post a screenshot of the “Order Notes” section of an order where stock wasn’t reduced? You can find that under WooCommerce > Orders > YOUR ORDER > Order Notes (It’s on the right hand side).

We installed the plugin “GDPR Cookie Consent” in order to make the shop compliant.
After we noticed the bug, we updated all plugins and the core, but nothing changed.

Do you get the same result if you test using another payment option, possibly Cash on demand (COD)?
Looks like the issue is related to Paypal, because by activating the Bank Transfer option the inventory started working again.
How can I fix that? What’s wront with Paypal? We didn’t change any settings.

Thanks for testing that. Does the issue happen after switching back to a default theme like Twenty Seventeen or Storefront and disable all plugins except for WooCommerce to see if this resolves the issue? If so, then re-enable each one at a time until you find the one that’s causing the conflict.
This assumes you’re using PayPal Standard which comes with WooCommerce and not another PayPal plugin.

after several tests here it is what I discovered:
* if using a default theme (ie. Twenty Fifteen), the plugin causing conflict is the Minimal Coming Soon & Maintenance Mode. After deactivating that and leaving all the other ones turned on, the inventory started to work again
* then, if I activate the actual theme (15Zine), even deactivating all plugins, the inventory stops working again. I desume the main issue is related to the compatibility between the theme (that always worked, until the final update of Woocommerce last week) and Woocommerce. Is there a way to solve it? Is that a common issue?

If that could help, I see a notice (I translate it from Italian):
“Your theme (15Zine) contains outdated copies of some of the WooCommerce templates. These files may need an update to ensure compatibility with the current version of WooCommerce. You can see which files are not updated from the system status page. If you have doubts, contact the author of the topic.”
Forget the previous message, I’ve just fixed the issue about obsolete templates, but the error with the inventory still occurs.

So, with a default theme active and Minimal Coming Soon & Maintenance Mode deactivated, you do not experience this issue. With your theme (15Zine) active, the issue happens even with all other plugins except WooCommerce deactivated.
This is evidence that WooCommerce is working as it is supposed to and the problem comes from the theme and/or maint. mode plugin. You would need to contact the author of the theme and of the maint mode plugin for resolution to this issue.
