Sticky footer problem – will pay

I have a problem with a footer which just will not stick. I paid a “developer” on eLance who just added a min-height: 750px to the #body-wrapper to push the footer down and show me it’s done (I was using a 24-in monitor running Full HD). It resulted in a massive white block above the footer, and it doesn’t stick on screens with a higher height than 1024px. What a con job.

I’ve been trying to solve this for weeks and I’m really frustrated. If there’s anyone here who can help, please, please do, I’d really appreciate it.
