I don’t know for sure, but the plugin hasn’t been updated since 2010, and the ReadMe in SVN states that it’s only compatible up to WordPress 3.0.1, where as the current WordPress release is 3.9.1.
Considering the amount of alternatives you can see on the 404 page’s search results, the developer may have decided to abandon the project.

Hi James. Despite what the docs say about compatibility I use the plugin on dozens of local and live sites using 3.9.1 and it works fine. If there are no compat issues, no bugs to fix or features to add there is no reason to update it.
That said, I suspected the project may have been abandoned but was curious if anyone knew for sure.
Thanks for the reply. 🙂

I agree, but updating the compatibility statement is trivial, which is why I suspect abandonment. 🙂
If you need it let me know. I have a copy. I was just answering a question about this plugin and asked a client to upload it, but it was no longer available. I just happen to have it handy.
This plugin still works well for all of my websites.
Hi Carol
Can I get a copy of the Maintenance mode plugin?
