Staging Site Completely Empty

I followed the instructions to create a staging site. I believe I had selected that it copy over databases and files. However, the staging site appears totally empty of any plugins, posts, or themes.

Is this what’s supposed to happen? I was expecting more or less an exact copy of my website, including themes/plugins/content, so I could then test out adding and removing certain plugins.
