Specific Browser Popup

I am looking for a plugin that provides a pop up to visitors on a mobile browser. I want this so a user can choose whether to go to the web app or not. A redirection plugin with this functionality would be great. Does anyone know of a solution to my problem? I wouldn’t usually ask but I have looked everywhere.
