Special encoding not displayed correctly

I created a Chinese version for my site, you can see it here.

You can see Chinese is displayed normally other than the very top section which was for “Lastest News” that is supposed to show some welcome message and address/phone number.

You can see Chinese characters are messy there

How can I fix it? Thank you very much.

Note: I posted the same question to the theme forum but didn’t receive any response there, I hope posting here could get more attention and get a fix earlier, thank you very much.
