Special Characters not displaying.

Hello guys, I successfully converted my static html into wordpress theme, my only problem is, the special characters are not displaying well, for example, a bullet, in html it’s working, but when I converted it into wordpress theme, The icon changed into a gray diamond with a question mark..

How do I resolve that problem, It’s very irritating. That’s my only problem.. please help me..
