    Is this true? If so, does it come already populated with entries, and where in the admin interface can one inspect those entries?

    Or is this simply a reference to the blank Comment Moderation and Blacklist boxes in Discussion Settings interface?

    Yes, I believe the documentation is referring to those onboard features. But, it is also well advised that you consider installing and activating the Akismet plugin.
