According to the Documentation section ‘WordPress Features’: “Out of the box WordPress comes with very robust tools such as an integrated blacklist and open proxy checker … “.

Is this true? If so, does it come already populated with entries, and where in the admin interface can one inspect those entries?

Or is this simply a reference to the blank Comment Moderation and Blacklist boxes in Discussion Settings interface?
