Have you tried to re-save the plugin settings, permalinks and any cache settings you may have?
Also, double check that banned hosts don’t include your IP and that your IP is whitelisted.
If none of these work, post more details about other plugins, caching, server details and other things that can help troubleshoot. Also, look at your error_log files in the root folder, in wp-admin and in the theme folder.

the problem does not happen always, but sometimes,but loads when resubmitted, and not only to me but also to other people.

Just go into the plugin settings page and click “save”. Same with permalinks. This sometimes helps.

If you deactivate the plugin and remove its rules from .htaccess, does the problem go away?
Sometimes, one-click updates don’t complete successfully, but they SEEM to. Try downloading the plugin, deleting it from the server, uploading the files again and activating it. This will ensure that everything is uploaded to the server.
