Site broken 'sometimes' with CSS minification | WordPress.org

When I enable CSS minification, the page appears to be broken sometimes, and takes a lot of time to load. Doing a CTRL + F5 renders the correct output.

I think this has something to do with page and browser cache as well. There are my browser cache settings: http://i.imgur.com/C8l3GIU.png

I have opted to not show cached content to logged in users, still after logging in, I appear to be logged out and I have to do a Ctrl+F5 to see admin bar. I tried cache with validation so correct HTML, and hence correct minified CSS could be loaded, but it still didn’t work.

I encounter this problem every time I empty cache, and have to request each page twice to render correct output.

It seems different css file is generated for each page, and you have to request the page for it to actually be generated, therefore it doesn’t get loaded the first time.
