One of the admin will edit the order, but the second one as a spectators to do other things, but never save anything. The saving will be done by the first admin.
WooCommerce by default allows multiple administrators to view an order but, it doesn’t support simultaneous editing of the same order, to ensure data integrity and avoid potential conflicts in changes made by different admins. I believe it still achieves your requirement, since you only want one admin to save the order.
However, if your workflow requires more complex collaboration, you may want to consider using a project management tool, a shared document to coordinate changes to orders, or customization.
