Why the scrollbar does not remain visible doesn’t sound like a theme problem but a device & browser issue – Unless that is not your issue.

Okay I misunderstood. I thought you meant the scrollbar wasn’t remaining visible.
So you want the sidebar to be in a fixed position always to the right? Have you thought about this responsively (on smaller devices)?
