Show Toolbar for All Users

Hello,

I remember seeing somewhere in my admin panels an option to display the admin toolbar for all users.

At some point, that option seems to have been disabled somehow, as when I login to my site in the morning, the admin toolbar is not displayed until I login to my admin account – which would be difficult if I had not added meta options (login, register, etc.) as a widget..

I have scoured the internet to find the simple option to re-enable to admin bar for all users. I have seen people with concerns that normal users can access the dashboard and want it disabled, which I know is untrue, as I have created a ‘normal’ user account, and on that account the only options are login/logout, no dashboard.

Anyways, to clarify, I just want to know how to enable to admin bar for all users again so I can use it to login as I was doing before it disappeared for whatever reason.
