Shortcode: offset arguments ?

Hello,
I have a page “Past issues” where I would like to show documents of a category except the last added of this category.
I put this shortcode on my page (with the offset argument):
[downloads category=”category-a” orderby=date offset=1]But the last added document shows.
Does the offset argument work?
