Can’t load Visual Editor – WordPress 3.5

We have had a few reported instances of people having issues with loading the Visual Editor tab in WordPress 3.5. This seems to mainly affect people that have previously been using earlier versions of WordPress and upgraded their sites rather than new site builds
We have found that this issue is not related to OptimizePress specifically (it happens with other themes also) so it seems to be an issue with the WordPress core code in 3.5. We are hoping a fix will be released for this soon, but in the meantime we do have a fix:
How to Fix:
1) Go to Plugins > Add New in the wordpress sidebar menu
2) Search for “Google Libraries” in the search box
3) You should see a plugin called “Use Google Libraries” in the list of plugin results. Click the “Install Now” link next to that plugin
4) Activate the plugin when it is finished installing
5) Try your visual editor again – this should have resolved the issue for you.

Tried the above did not resolve the issue, that is why I am asking you. This is a new site build, not an upgrade.
Try deactivating all your plugins, resetting the plugins folder (using FTP change the name on the plugins folder to “pluginsHOLD”) and switching to the default twentytwelve theme.
The twentytwelve theme does not have shortcodes built in and I already tried this. Thanks for the Standard pass the buck answers, maybe it will work correctly in the next WP Release.

Did you get this issue sorted, I have the same problem.
When I switch back to Twenty Eleven the visual editor appears.
It doesn’t under OP even with all plugins decativated and cache cleared ?
Strange – any ideas ?
