Short Code Help

I have a site where the categories are years–2000,2001,2002,etc. And 800 photos, each on one post, tagged with one or more person’s names

I would like to have a map of the tags (names) with the number of posts.

I don’t know how to write shortcodes and I can’t really list all the tag IDs in the short coded. Basically I want “all” but that doesn’t seem to be an option.
