Shop Manager can’t view users since update

Publishpress capabilities updated today to 2.3.5 and now our Shop manager role cannot edit/view/list etc any users, we get:

you do not have permission to perform this action

I have tried on different browsers and still the same. If I look at the capabilities for the Shop manager role they are as expected i.e.

create users x
delete users x
edit users x
list users x
promote users x
remove users x`

Admin, thankfully, works fine to circumvent this but something has definitely changed since the update.

Any ideas?
