Shipping zones not applying

Hi. this plugin was woring well but reclently its not applying my shipping zone settings. We are based in england and charge £40 for delivery to scotland. i just had a order for delivery to edinburgh and the charge did not apply, it cassed it as free shipping despite all the setting being correct in my shipping location settings.
