currently, I am able to set the shipping rate to 30AED per 1 SKU, 30AED per 2 SKU, and so on… but this is not what I want. anyone support me please with the above matrix?

there is no line support for it but I need to know if it meets my requirements like below:
shipping rates inside UAE as per below:
our Delivery Charging Formula will be based on multiples of 3 PAIRS:
– 1 PAIR < AED 30 < 3 PAIRS
– 4 PAIRS < AED 60 < 6 PAIRS
– 7 PAIRS < AED 90 < 9 PAIRS
– ETC..shipping rates for Gulf countries as per below:
– 1 PAIR = 1.5 KG = AED 52 * 1.32 (Emirates Post Tax of 10% + Insurance of 2% + 20% Extra Variation) = AED 70
– 2 PAIRs = 3 KG = AED 82 * 1.32 = AED 110
– 3 PAIRS = 4.5 KG = AED 112 * 1.32 = AED 150
– 4 PAIRS = 6 KG = AED 142 * 1.32 = AED 190
– ETC.. (An additional of AED 40 with every additional PAIR)SHIPPING specifically for Qatar:
1 Pair = AED 145
2 Pairs = AED 145 * 1.8 = AED 265
3 Pairs = AED 265 * 1.8 = AED 480
And so on and so forth..

Table Rate Shipping will allow you to create shipping rate based on product quantity and weight however, it will not able able to calculate the (Emirates Post Tax of 10% + Insurance of 2% + 20% Extra Variation).
E.g for the shipping rates for Gulf countries you can set up tax in the tax setting as mentioned here: https://docs.woocommerce.com/document/setting-up-taxes-in-woocommerce/
Or you can calculate your own tax rates and define shipping based on weight as follows:
1.5 KG = AED 70
3 KG = AED 110
4.5 KG = AED 150
6 KG AED 190
