shipping rate by product bracketing

we are going to implement a shipping rate of $13.50 for every 3 dozens.
so the bracket will be:

– 1 to 3 dozens – $13.5
– 4 to 6 dozens – $27
– 7 to 9 dozens – $40.5
– and so on

example:
– 1 dozen = $13.5
– 2 dozens = $13.5
– 5 dozens = $27
– 6 dozens = $27
– 7 dozens = $40.5

is this possible?
