Shipping options

Our shipping options vary depending on number of items purchased.

When one single item is purchased, even if there are multiples of the same item purchased, a customer is charged a single flat rate (such as, £10).

However, when multiple different items are purchased, the customer is charged for shipping for each of the items (such as £10 + £12 = £22).

We want there just to be a flat rate, the highest of the possible options.

How do I change this?
