Shipping Class problem – setting cost to 0

Hi all,
I am having a problem with shipping classes, when a user goes to buy a product and sets the shipping to their country in this case europe, it sets the fee to 0, I don’t know why, please find here: https://dl.dropboxusercontent.com/u/12506430/Screen%20Shot%202016-01-10%20at%2000.55.10.png the shipping classes for europe.

I am using the latest version of woocommerce.
