Shared ticket visibility for end users

Hi everyone,
I have a client who has several users (e.g., different shops), and each of them can open and see their own tickets. Is there a way to allow another end-user (i.e., not a ticket agent) to see the tickets related to those users? This is the case, for example, of their area manager, who wants to keep under control the situation. Creating 1 single account for all of them is less ideal, as it shows them visibility of a lot of tickets they do not care about.Any hint on this greatly appreciated.
