Settings page cleanup

This is fairly minor, but the Settings page could use some updating.

One that I always notice is Image Optimization. It shows as Off, yet we have Polish on (and configured a certain way). When you look at the Help for Image Optimization, it mentions Polish and Mirage, so apparently Image Optimization was meant to control both in the past. Of course, Mirage is long gone now, I leave Image Optimization off because I’m not sure what enabling it would actually do to my CF settings given that it doesn’t actually know that Polish is on now. It’s an odd disconnect.

In summary, for the items that it chooses to show, the Settings page should always reflect what’s currently set in CF and not have any outdated items or descriptions.
