Setting plugin options through PHP code

I remember having seen a code snippet that allowed setting the plugin’s options through PHP code instead of the settings in the backend.

This would be very handy on a multisite network to e.g. disable WP’s emojis for all blogs on the network.

Any hints on how to achieve this are very welcome! Thank you in advance.
