    I am needing to send out a specific custom html email when someone subscribes to our mailing list. Is there a way that I can do this?

    You can configure the welcome email on the subscription configuration panel.

    This section will not accept any css with the html. Is there a way that I can link css to this welcome email?

    Is there any way that I can send out a custom HTML template when someone signs up through the subscribe form?

    If you edit it in HTML mode the css should be preserved. Of course, you should use inline css in email.

    You can even change the whole template using the message template configuration panel.
