scrolling not work in responsive layouts

I have 3 Div layouts. 1 for desktop, 1 for tablet and 1 for mobile. When you shrink the browser window you’ll see the layout in the content area change from desktop to tablet to mobile.

In the desktop layout when I click on the link with link name it scrolls down the page where it supposed to go.

The problem of scrolling not working happens when the desktop layout disappears and the tablet layout appears with the same content just formatted for tablet. This happens when you shrink the browser window and the responsive code kicks in and replaces the desktop code with the tablet code. Now the same link name does not scroll down the page anymore even though the code base is almost exactly the same.

Any suggestions to get this to work correctly in the tablet and mobile layout? Please let me know if you need any more information or access to this site.
