Don’t forget that styling scrollbars is proprietary to IE. All other browsers need not apply…well, maybe Opera does, because it has to lie to us all and pass itself off as IE.

Also, keep in mind that some users may not be able to see their scrollbars when they go to your site. I know that in Avant at least, there is a bug that causes the scrollbars to disappear entirely on occasion, when they are set to different colours.
