Screen doesn’t scroll when dragging elements above or below current window.

I have a one-column block with several text blocks inside it, and it is longer than my screen. I accidentally moved it above my title block. Now when I try to drag my title block to the top or the single block down below the title block the screen doesn’t scroll, so I can’t move either block. Also the case when trying to drag a block somewhere else on the layout, the screen doesn’t scroll. Seems like the screen should scroll when dragging an element up or down.
