Yep, to create a new site using that domain, it’s just a matter of having access to the domain registrar’s account and directing the domain to the new hosting provider.
Or, if you’re staying with the same hosting provider, moving the domain to a new directory there.
You’ll need to consult your domain registrar and hosting provider’s documentation on both for specifics as they vary greatly across providers.
Ok awesome, thanks! Forgive me cause I’m still really new to all this, but when I start creating the new site, would it be easier to create a new site by logging onto her current WP account, or should I just create my own account and transfer the domain and hosting there?

WordPress.org sites are entirely self-contained, they don’t share accounts, so you’d start by just creating a new WordPress installation under the hosting provider: https://learn.wordpress.org/workshop/how-to-install-wordpress/
