Not really a known issue.
Make sure you have enabled button setting as described here: https://docs.woocommerce.com/document/paypal-express-checkout/#section-7
Once you make sure the button is configured as the link above and the button still doesn’t work correctly, please perform a conflict test by following the process outlined here: https://docs.woocommerce.com/document/woocommerce-self-service-guide/#section-4
