robots.txt does not correspond to settings

    My website isn’t indexed by search engines because robots.txt (http://tennisviz.wpengine.com/robots.txt) looks like this:
    User-agent: *
    Disallow: /

    However in settings->Reading, the text of robots.txt is set to
    User-agent: *
    Disallow: /wp-admin/
    Disallow: /wp-includes/

    why don’t these things correspond? What can I do to be indexed?
