Levels have incremental access, so someone with a higher level can see content at levels below too.
For what you describe, I’d suggest using custom capabilities instead. WP Admin -> s2Member -> Scripting -> Custom Capabilities

I have registered two user in s2 member but now it has come up user registration not allowed

I guess you’re trying free registrations (without a purchase first). See this setting: WP Admin -> s2Member -> General -> Open Registration

I have installed s2 member it seems to be what i want basically i want people to register but only get access if the are approved by me
I have set it free subscriber but will that allow them to get a password for access automatically I tried testing it but am on local host and nothing happened did not get emailed a password automatically
If you setup to have custom passwords, you will not receive a New User email.
