Restoring My Lost Comments?

A few days ago my host did a restore of my site for me. Before they did this I saved a SQL back up file, which contains all the comments that were on my site before the restore.

I asked my host if it was possible to restore the comments from this file (using something like PHPMyAdmin) and he advised against messing with my database and to come here and ask this question.

So if anyone knows how to do this please let me know.
