Having the same trouble on the latest version of WP hosted at Dreamhost. I only have one user account.
It just hangs and spins with a “Restoring Database” message.

Could you confirm me that you have tried the following steps?
1. While on restoring database, leave it running for 15 minutes.
2. After 15 minutes, open another tab and try to login to wp-admin with username/password of the exported site
3. Go to settings -> permalinks and save the permalink structure
4. Go to All in one WP Migration – Export page and click on Turn Off Maintenance
At this point the website should be successfully migrated.
If it still does not work, I will be happy to have an engineer recover/migrate the site for you if you drop an email to support at servmask.com

Hello, I have tried to import a site for the first time after exporting it from a “development” site I was using. The process froze at the dreaded 4% point, similar to what I’ve seen happen to many other people. Now, I can’t even load the WP dashboard to do a restore of my original site. All I get is a blank white page, not even a 404 error.
Please help as soon as possible because my company’s website is now effectively down until I get this resolved. If nothing else, I just need to get back to the WP dashboard so I can do a restore from my original backup.

I have replied to your support ticket.
I am having the same issue – exports fine but it hangs on “restore” with the “Unpacking archive” message…..
Running WP 4.3.1 as well and the latest version of the plugin.
My backup is 503MB – not large really….and I’ve got the backup file on the server where the restore is happening so it’s not an upload issue.
Any thoughts would be helpful.

What is your hosting provider?

The older version worked – I was able to migrate without issue to the new server.
I’ll fire a note to support regarding the issue and perhaps you can resolve it for future 😉
