Hi,

I have developed header with the Elementor Header & Footer Builder. The desktop version is perfect. Mobile is a mess. How can I fix it? Where can I find some rules for mobile?

This editor of this plugin is using the Elementor editor, so how to use it is the same. This Elementor doc might help you to understand how responsive editing works.
