Resizing header, spacer height, background image…

    this is my site and as you see from a pc, when minimizing the window the background, header menu, visual editor…resizes until a given width where the image no longer reduces size and just goes back to normal size, so does the text
    Is there a way of making the whole page (header, visual editor/background image of a row, text size..) resize to adjust itself to smart phone in order to have the whole page resized and in order to watch closer people just have to zoom in from the smart phone?
    I’ve just started 3 days ago so im new at css, wordpress… instructions for dummies appreciated
    it might be because of [spacer height = ???px] plugin I use at Visual editor, wich I want it to automatically resize but I dont know how to make it resize when reducing the window
