Reposition the bar

Hello,

I would like to make take the bar to the footer of the home page, but not down below where the copyright information is located. I am using twenty twelve theme, and I would like the bar to be stationed like the one found in http://www.mafutaenergy.com, and also have ways to add color varieties to different text sections, just like it is in the site as stated above.
