Is it possible to replicate someone’s site on a different server? I want to test some plugins that I’ve never used before and don’t want it to affect the original site if I screw up. Can I just copy the files to a new server and play with it there?

sorry if it’s a silly question. =)

Yes you can install same version wordpress and replace wp-content folder from your the site you want to replicate.

Export Database from the site you want to replicate and drop tables from wordpress you installed import the file so that you replace all tables.

Reset permalinks

You may have to search and replace urls for that you can use this plugin http://wordpress.org/extend/plugins/search-and-replace/
