Render blocking resources

I have been working on my website for over a month and am finally able to start optimizing the speed. On debug bear it tells me this under the render blocking resources. Alot of js and css, is there anyone that could possibly help fix the issue? I have a little knowledge in programming with RPG but none what so ever when it comes to JS and CSS.
