Its a nice gesture from the developers but im updating it for a multisite and dont want new users to have to see this. Where can i just turn it off in the core and or functions.php??

Maybe with this in your theme’s functions.php [untested]:
```
add_action( 'admin_enqueue_scripts', 'my_admin_enqueue_scripts' );
function my_admin_enqueue_scripts() {
 wp_deregister_script( 'wp-pointer' );
}
```
