Remove admin email from form submission notification

I have conditional recipients set up on a form for different people to receive the form based on conditions, however, even though the field for email notifications is blank in the Email settings for the form, the notification email is going to the WP default email as well, instead of JUST the conditional recipient.

Is there a way to make sure that the email notification ONLY goes to the conditional recipient?
