Various “Product add-on” or “Product options” plugins will allow you to set up a checkbox list on your product page. Last time I tried, none of the free ones could limit the number of checkboxes which the user has checked. Feel free to try the free ones in the wordpress.org plugin repository to check that this is still the case.

I expect this will be able to limit the number of checkboxes checked. I’m sure they would take this as a pre-sales question.
I have tried WooCommerce TM Extra Product Options by themecomplete,
premium version. This can do a checkbox group and set number to be checked. Sorry, I can’t take responsibility if it doesn’t work out for you.
There are other premium plugins of this type.

Thank you so much for your help and advice, and I will certainly have a look at these.
I was hoping to find one (and I am happy to go premium for them) that will allow multiple dropdowns of products available to add into the back, they therefore can pick and choose, plus it will then help with my inventory, so once those items are selected and done, it will deduct them from my stock levels.
