You need to supply more details in order to help you. Are you doing a post or page notification or sending an email? Are the recipients there but you can’t select one or more or is the recipient list empty?

Under the Email Users menu is a choice called “User Settings”. If you look at your users, are they all set to receive mail? It doesn’t sound like they are if the list is empty.
even with mass email on and notifications on, no recipients are shown to be selected. any ideas.

Still sounds like a plugin conflict to me. Are you sending an email or doing a post or page notification? If you send to a group, are the standard WordPress roles (Subscriber, Contributor, Editor) in the recipient list? If not and you have users in those roles who rae set to receiver email, then something is defintely wrong.
