Rearrange Dashboard for all Users

Is there a Plugin that allows me to rearrange the dashboard for all users of my blog – in particular, I want to turn quickpress off (as it will confuse some users) and to move a particular box to the top so it becomes more noticeable

However this is the opposite of what I want, as it allows each user to make their own; whereas what I want is a plugin that automatically gives each user MY layout (unless they choose to change it themselves I suppose, but I want the default to be mine) The current layout will just be too confusing for some of my users
