Ranking Videos and Comments

Hey there,

Total newbie here. I developing a new site for videoclips and I am looking for plug ins that can do the following functions. Can you anyone direct me to the right place?

1.) I want users/viewers to be able to register for an account
2.) They should be able to rate the videos they like (maybe a score of 1-5)
3.) They should be able to leave comments on the video
4.) I should be able to show the top ten videos by score, as well as number of views

If there are other cool things you think I can add to my site, please let me know. I am in the process of hiring a coder and I want to be able to tell them everything I want on the site.
