Random requirement to re-enter address

Hi with the payment gateway (on any of the products on this site) occasionally customers are being asked to enter their address for a second time when paying by Debit or credit card. Once they get to payment and click the ‘Pay by Debit or Credit card after filling in the card number, expiry and security code they are being asked to enter address again and select their country. This isn’t happening all of the time and seems random. Usually only card number, expiry and security code is required. I don’t really want customers to have to fill out address details again and some of them are not selecting ‘UK’ and it’s set to ‘USA’ automatically which is creating an error. How can I remove this requirement which only seems to happen for some customers.
