I mean, suppose that we have registered two ads to appear in the position before post. It would be great if these two ads could appear randomly, one first and the other later, each time we refresh the page.

If two blocks are configured for the same position then they will be inserted according to the block number.
To achieve what you want you should configure one block for desired position and use ad rotation to randomly change order:
AD 1
AD 2
[ADINSERTER ROTATE]
AD 2
AD 1
