When you go to edit a product using the woocommerce quick edit feature it will change the price of the discount. For example I have a pop that is 23% off, the sale price will be $10, but once you update the product with quick edit the sale price becomes $7.70.

Please provide us with the screenshots of the cart page (both before and after creating the rule) and also the screenshot of the rule page.

I am using the free version. Should I still open a ticket? I was able to recreate the issue on a fresh wordpress install using twenty seventeen theme.

No problem, you can go head and raise a ticket to provide you with a quick fix. We need your admin credentials to check this since it is not reproducible from our side.
