about plugins authorities for users

I noticed that if I activated the “Enable administration menus” for Plugins, the site owners on my network will see the plugins menu.
Okay, I enabled it, but did not “network activate” any of the plugins. Still, the users can see the plugin’s list and activate whatever they want !
I thought they would be able to see only the plugins that I have “network activated”, and else, what is the point of this “network activate”?
Also, I enabled the plugins menu. One user saw the list and activated Akistmet. Then I disabled the plugins menu. He still can use the plugin and enter its setting page (through the link that appears in the head of the dashboard, informing that the user must input the API key). If any other plugin’s settings are located in the “settings” menu and not under the “plugins”, he would see it and configure it, although the super-admin has disabled the plugins menu for the users.
Am I missing something here ?
